In view of the growing demand of compliant commercial diving services for diving projects in Singapore, KBA Marine Services Pte Ltd (KBAM) provides a range of subsea services for the inland/inshore marine and construction industry sectors. By introducing this service, KBAM will be setting new standards for commercial diving services in Singapore whereby only procedures, equipment and trained divers certified under Singapore National Recognised training requirement of ISO 29990:2010 Standard or equivalent are engaged for any project tasks.
KBAM is part of the KB Associates Group, with a significant focus on delivering subsea commercial diving services for the inland/inshore sector. KBAM delivers underwater inspections (Security/Paint/Class Approved In-Water Surveys/Collision & Grounding), hull cleaning, propeller polishing, blanking & plugging, welding & cutting, cofferdam installations and marine construction inspection, repair & maintenance (IRM) services and many more.

Richard TanGeneral Manager
Mr. Richard Tan has been appointed as the General Manager of KBAM to spearhead the new service initiative. Previously a naval officer attaining the rank of Lieutenant Colonel, he commandeered Singapore Navy warships as well as the elite Naval Diving Unit. Prior to joining KBAM, Richard had owned and operated one of Singapore’s more established commercial inshore diving company where he was responsible for planning, management, supervision and post operation underwater operations. It covered a broad range of underwater ships husbandry (UWSH) operations for both naval (ships, submarines, auxiliaries) and commercial ships, and also civil engineering work (marine).
Richard is very experienced and competent in determining and formulating standards, risk management and processes for underwater operations. He networks regularly with marine classifications societies, ship owners, managers, agencies, maritime and other regulatory authorities, OEMs, marine construction companies etc. to keep abreast of industry standards and developments. Currently Richard wears multiple hats, he is the Secretary of Commercial Diving Association Singapore (CDAS), a member of the Workplace Safety and Health Council (Marine Industries) Committee as well as the Chairman of one of MINDEF's advisory boards.
Richard brings a wealth of knowledge and experience to KBAM and aims to position KBAM as one of the leading diving contractors for the inland/inshore sectors in the region and a leader for the development of safety, quality and industry initiatives.
Carlos KennerleyDiving Technical Authority
Carlos was previously in the Royal Marine Commando’s (UK) for six years until moving into Commercial Diving in 1991.
He has worked extensively as an Air/Saturation Diver and Diving Supervisor mainly in SE Asia in the Construction and Inspection & Maintenance fields. In 2000 he took up the position of Project and Yard manager for a Singapore based Diving Company. Carlos has obtained the IMCA Part 1 & 2 - Air and Saturation qualification and PERTAMINA (PHE) Area Authority and Risk assessment training.
He then moved into the IT industry as a Corporate Email, Network & Security consultant spending 3 years with a BP Joint Venture in Algeria and Dubai. He has a Diploma in Computing and is a Microsoft Certified Systems Engineer (MSCE) with a Cisco CCNA Computer Networks Certificate.
In 2009 he returned to the Diving industry as an OCM and Oil Company Diving Representative for the national oil company of Indonesia, Pertamina Hulu Engeri.
Allan RossDiving Superintendent
Allan has been working within the commercial diving industry, civil construction and offshore projects for 24 years, mainly within Southeast East i.e. Brunei, Vietnam, Indonesia, Myanmar and Hong Kong. During which, he has held the positions of Diving Trainer, Diving Auditor, Diving Supervisor, Diving Medical Technician, Chamber Operator and freelance commercial diver.
He has attended the Divelab / DSI-KM Basic Helmet Technician trainers' course and is an approved trainer for Kirby Morgan courses, where he has trained clients from the Middle East.
